Exeter Cycling Campaign: SNAP Survey

Background

Devon and Cornwall Police operate a system called Operation SNAP which allows road users to submit videos of incidents from helmet cameras and dashcams.

People who cycle often report incidents such as close passes and near misses but also other inappropriate behaviour such as mobile phone usage.

The purpose of this survey is to characterise how cyclists view specific incidents. All these incidents were captured in 2021 and have been submitted to Operation SNAP.

Exeter Cycle Campaign are interested to see how the cyclists' perception of the seriousness of incidents compares with the assessment of the professional SNAP Team.

Summary results will be shared with contributors and with the Police's SNAP Team.

The Survey

Below are eight short videos (all are less than 20 seconds long) showing road incidents witnessed by cyclists.

You are invited to view these videos and decide what action you consider appropriate.

In decreasing order of seriousness, actions that the SNAP Team might instigate, include

• Issue NIP (Notice of Intended Prosecution)
• Fixed Penalty Notice
• Driver Awareness Course
• Written or verbal warning
• None (event not considered to meet criteria for any action)

You are required to enter your email address, but all other inputs are optional. All email addresses will be deleted at the conclusion of the survey.

The Videos

The eight videos you are invited to assess are listed below. Each is assigned a code letter (A .. H).

It is probably easiest to view each video in turn and jot down your suggested action before opening the survey form.

The links give access to the videos. All are in 'H264 - MPEG4 AVC format' - which ought to be playable on all phones and browsers.
